Yep.  Your points re: USC are valid and will likely go without a single sanction against them.  Is the phone call rule silly?  Yes and no. 		<description>You should probably read some of the comments here before you say we are going overboard, because I am pretty sure that most of the people here are intelligent enough not to overreact.&lt;br&gt;&lt;br&gt;Now, I agree, the NCAA is the root of the problem here, and for the exact reason you said, inconsistency.
